There's a number of things you can still do, from checking to see if there's any software (like security software) limiting Steam for some reason. Well then, what other tests have you done to eliminate things? You can equally benefit from tweaking further by choosing a country whose population is more spread out or lesser on the whole. Steam isn't pushiong more than quarter of what I should get. I typically go for a country that is at that time locally about 2 am. If you think you can get more, try the other side of the world where a country's population is liable to be asleep. My rule of thumb that I always point out to others is simply this. This is precisely why you do the 'region dance' with download servers.
So Epic servers are less congested, and will therefore have better speeds on the whole. I have a PCI-e flash storage capable of 2000 mb/s write speed so disk is definately not bottleneck Tried 20 different steam regions and never get much past 20 with occassional bursts over 30. Not sure why steam downloads suck so much. On Epic game store I get 70-80 mb/s constantly every time.
